THE JOB
Under the supervision of the Rehabilitation Project Manager, accompany local rehabilitation service providers in strengthening adapted and quality rehabilitation practices for the benefit of Syrian refugees and most vulnerable Jordanians
Responsibility 1: Capacity building of local rehabilitation service provider and health staff to improve service delivery mechanisms

Aim: Ensure capacity building plan are established and run on a timely manner
Benchmarks: Capacity assessment implemented and report produced, capacity building plan produced for each service, information and training packages for health staff produced and rolled out in due time, implementation monitored, ability to identify and develop capacity building framework with national technical resources
Activities:

In close collaboration with the PM, develop capacity assessment tools to provide quality comprehensive rehabilitation services,
Train local service providers in using the self assessment tools and accompany their implementation and the analysis of the data collected,
Support local service providers to define adapted capacity building plan and monitor implementation including analysis of professional practices improvement,
Identify technical resources required for the implementation of the plan and support their mobilization and contractualization in close coordination with the PM,
Develop training plan , training materials and deliver training in the areas of expertise and organize all capacity bulding sessions planned under the project,
Provide guidance to partners teams in the identification of PwDs/PwIs needs for assistive devices and home adaptations.
Assess the level of understanding of rehabilitation among health staff and CBR team, develop and enforce information and training package to support referrals,
Set up coaching and mentoring mechanism and accompany its enforcement
Organise regular complex cases meetings and evidence based practices meetings with the service providers
Develop family information/education tool and support local service providers in developing and enforcing care givers rehabilitation trainings
Produce training and coaching reports and coordinate feedbacks with the service providers for srenghtening continuous staff development
Follow-up and monitor the activities /services provided by the service providers in line with the identified services criteria.

Responsibility 2: Support the transition of service delivery between direct and development response

Aim: Ensure that the technical framework for organizing transition of cases between DAH teams and local service providers is in place, functional and regularly adjusted based on lessons learnt and that the service providers works in compliance with the validated framework

Benchmarks: technical framework defined, all involved stakeholders trained on agreed technical framework, all tools necessary to enforce referrals and patient management in place and use monitored
Activities:

Coordinate with dirct services team to transfer comperhansive rehabilitation approches used by HI to local services providers to gradualy increase their ability to deal with complex cases.
Coordinate with HI team to define referral mechanism and review its implementation, including management of the casses flow fromHI to local services based on predefined critaria.
Develop and adjust existing technical documents used across the patient flow,
Train service providers on quaity criteria and impact assessment tool, monitor data collection and management and support data analysis,
Support the development of tools and methodologies and the definition of manuals for their use by the service providers,
Contribute to the definition and monitor of effective referral process between health center, CBR teams and rehabilitation service providers,
Contribute to the defination and application of pilot financial regulatory mechanism
Monitor the use of tools and methodologies and support involved stakeholders for their implementation

Responsibility 3: Monitoring, lessons learning and reporting
Aim: Contribute to project monitoring, lessons learning and reporting
Benchmarks: contribution to planning and reporting delivered in due time, number of case studies/success stories produced, active contribution during lessons learning and PQR, information delivery in due time and quality of the analysis
Activities:

Organize regular lessons learnt analysis with DAH and service providers for adjusting the tools & methodologies
Contribute to the identification of good practices under the project
Contribute to the development of data collection tools for documenting indicators, collect data in relation with core tasks and measure the progress made.
Follow up the number and characteristics of the project beneficiaries,
Develop case studies and success stories to illustrate changes induced by the project and for communication use
Contribute to planning and produce activity reports
Contribute to the production of the donor report,
Contribute to the preparation and implementation of project quarterly review
Participate to the organization of technical reviews and technical missions

THE SUCCESSFUL CANDIDATE
Will have

Advanced degree in physiotherapy Occupational Therapy or equivalent
Minimum 5 years’ experience in disability/ rehabilitation field, emergency or/ and development context
Minimum 4 years’ experience in clinical practice
Skills in developing training and providing coaching for capacity building
Ability to develop information material
Analytical skills
Ability to work with partners, civil society organizations or public authorities
Skills in users centered approach and center based rehabilitation
Knowledge of referrals mechanisms
Ability to respect deadline and work under pressure
Very positive personality, with strong orientation towards solutions
Adaptability, flexibility
Autonomy in work
Excellent communication skills Proactive, solution maker, strongly positive, constructive and dynamic personality

٣) INCLUSIVE LIVELIHOODS PROJECT MANAGER

Location: AMMAN

THE JOB
Under the supervision of the Operations Coordinator, the Inclusive Livelihoods Project Manager will be fully responsible for the operational, financial and administrative management of the project. He/she is appointed to and will be in priority accountable to the quality of actions.


Responsibility 1: Diagnosis and project design
Activities:
Participate in the preparation and implementation of diagnostics
Participate in the design and the financial dimension of the human and logistical programs to implement
Propose project adaptations according to the evolving needs and context
Prepare the appendixes, technical chapters, work plan and logical framework of project proposals
Implement activities in compliance with the operational strategy, HI technical requirements, and donor criteria
Organize the Program Quarterly Review

Responsibility 2: Implementation and operational monitoring
Activities:
Plan and oversee the implementation of inclusive livelihoods project both on-time and within the set technical specifications
Plan the inclusive livelihoods activities with the Support Departments (finance, logistics), according to objectives
Propose and develop indicators for monitoring rehabilitation activities and context with the support of MEAL department
Use management, activity, results, and context monitoring tools to provide analysis of project and reporting
Provide guidance to the logistic for the purchase of materials specific to activities
Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations
Propose adjustments to project if necessary
Ensure the achievement of results of the project (s)he is responsible for
Anticipate the difficulties associated with conducting activities and help solve problems related to project
Propose project changes according to the changing environment and indicators
In collaboration with the finance department, contribute to the development of project budgets, budget follow up and proposal budgets for the project parts

Responsibility 3: Capitalization of lessons learnt, experiences and approaches
Activities:
Identify the good practices/ lessons learnt of the project
With the support of the MEAL department and the Technical Unit, contribute to capitalization of pilot actions, lessons learnt and recommendation to future interventions
Prepare handover reports before the end of his/her employment contract and forward them to concerned parties in the mission and at headquarters
Participate to the development of new projects into the field of expertise
Develop tools for collecting information measuring the project impact in close collaboration with the Technical Unit and MEAL department;
Collect identified data and contribute to their analysis in close collaboration with the MEAL department
Organize dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors)

Responsibility 4: Human Resources Management
Activities:
Participate in validating recruitment for the national personnel for the implementation of the project,
With the human resources department, define the prerequisites for the project vacant positions and, develop the job profiles.
Welcome and brief new employees working under his/her responsibility
Implement training related to operational requirements activity and the identified training needs
Manage and support the team under his/her responsibility
Conduct workshops and regular or ad hoc meetings
Evaluate the performances of his/her team members
Identify potential changes in members of his/her team(s) and provide feedback to the Operations Manager and HR manager
Make sure his/her team(s) follow the safety rules

Responsibility 5: Reporting / communications / representation
Activities:
Write reports, amendment and annexes concerning his/her activities for donors
Ensure compliance with reporting deadlines and guidelines
Maintain a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN and other international agencies in cooperation with Operations Coordinator and Country Manager
Participate to national and international seminars in the field of expertise and prepare contribution in collaborationw the Technical coordinator
Participate to professional network at national level in the field of expertise of the project in collaboration with Technical Coordinator
Assure HI’s representation in the meetings or forums related to project and rehabilitation in general
Represent HI on request and/or delegation
Write the administrative documents to be signed (MOU, handover…) jointly with governmental authorities, communities or partners

Responsibility 6: Develop and maintain an efficient partnership framework
Aim: Ensure that the framework defining the role and responsibilities of HI , the partners and stakeholders for the project implementation is in place and that the partners’ input are monitored
Activities:
Identify partners’ opportunities
Develop partnership agreement in close relation with Operations and Finance Teams
Organize coordination meetings with the partner to assess the progress made under project implementation in the spirit of reciprocal collaboration
Follow up in close relation with the Finance department the budget delegated to the partners
Support the partners for identifying their needs for capacity building
Based on the needs identified, develop adapted response with support from other services if necessary and coach the partners along implementation
THE SUCCESSFUL CANDIDATE
Will have

University degree in the field of economic and administration, political sciences, development studies

Minimum 7 years of experience as project operator of which at least 4 as projct manager

Minimum of 4 years practical experience in managing human resources

Minimum of 3 years practical experience in working with vulnerable groups

Minimum of 3 years practical experience in the livelohood initiatives

Prooved experience of community-based approaches

Advanced spoken and writing capacities in English
