Child Protection Officer - Azraq Camp

Background/IRC Summary:

Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance programs for Syrian refugees in Jordan include both camp-based (Zaatari, and Azraq camps) and urban-based refugee assistance (Mafraq, Ramtha, Irbid). Our current child protection activities are exclusively camp-based with a focus on unaccompanied and separated children.


Job Overview/Summary:

The child protection office will play a significant role in ensuring that case management interventions for Unaccompanied and Separated children inside Azraq Camp are of a high technical quality. Working with caseworkers, he/she will provide leadership in applying inter-agency and IRC child protection case management standards and procedures

The Child Protection Officer will work under the supervision of the Senior Child Protection Officer to provide support to the case workers on case management and support in formalization process


Major Responsibilities:

Supervise case workers and provides support in the development of Best Interest Assessments (BIAs), Case Plans, and monitor the referrals each case receive.
Hold one-to-one discussions with caseworkers to follow up on cases and ensure that quality of case management service delivery.
Actively Participant in the internal and external case conferences as part of the individual case management procedures.
Ensure quality delivery of the Case Plan, including monitoring implementation and refining interventions as needed
Assist the control and register of documents related to the individual cases, as well as keep track of the submission of follow-up forms on CPIMS plus and physical files.
Review the case workers assigned cases and ensure that the documentation of cases are matching the physical and electronic files in coordination with the data team.
Follow-up on the inter-camp referrals for Unaccompanied and Separated Children.
Support the outreach team, para-caseworkers, in providing systematic follow-up to low-risk cases
Ensure that proper documentation is maintained on timely manner for all assigned cases under her/his supervision.
Ensure effective mobilization of external support from partner agencies on case management, as required

Support Function

Child Protection Officer will provide continuous support to line manager, Senior Child Protection Officer, including but not limited to:

Assist in the preparation and documentation of the case management meetings and internal/external case conferences.
Support in the preparation of files and case BID reports.
Act as the officer in charge in case of absence of the Senior Child Protection Officer.
Prepare the weekly plan for the duty case workers.
Act as the reception area focal point (if needed)

Key Working Relationships:

Position Reports to: Senior Child Protection Officer
Position directly supervises: 4-6 case workers

Indirect Reporting: Child Protection Manager

Other Internal and/or external contacts:

Internal: Child Protection Coordinator

External: N/A

Job Requirements:

Education

A Bachelor’s degree in Social Sciences or relevant fields or equivalent technical training and experience in child protection (preferably in).

Experience

Two years working experience in Child Protection
Experience in Case Management in a must
Experience in CPMIS plus system is preferred
Full understanding of Best Interest Determination process, Unaccompanied and Separated Children issues and/or Alternative Care arrangements

Skills and Abilities

Must be able to function independently and with minimum supervision.
Have good communication skills
Able to communicate effectively (written and verbal) in English
Have excellent negotiation skills and the ability to work under pressure.
Able to work within a team and provide leadership to the group
Excellent computer skills (including the ability to use Excel and Microsoft Outlook).
Working Environment: Azraq Camp are currently not assessed as a high-risk environment and remains generally safe as long as the IRC security protocols are observed.
