Logistics Technical Officer (National Post) - Syria Response Office

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Our Ideal Candidate:

We are seeking a motivated professional to join our Syria Response Office’s dedicated Logistics team. The ideal candidate will have Bachelor’s university degree in a relevant university field with minimum 3 years of experience working within a logistics function in a humanitarian context preferably an emergency or post conflict setting.

Additional useful skills include: Strong organizational and team work skills; knowledge of procedures on donor procurement; strong communication and interpersonal skills; ability to understand and implement organizational and donor policies; and ability to manage and prioritize a varied workload in a rapidly changing work environment.

Position Description:

The purpose of a Logistics Technical Officer position is to contribute with specific technical competences to the logistics function. This position will normally not entail management responsibility of staff, but under certain circumstances the job may entail management responsibility for a very limited number of staff at assistant level. These circumstances can either be related to a time-bound logistics or permanent but in scope limited administrative support.



Responsibilities include but are not limited to the following:

· Manages the set up and maintenance of all logistics filing of the Coordination Office (CO), electronic and hardcopy, and ensures that files are complete, correct and include all relevant documentation to meet audit requirements.

· Completes and files accurate and up-to-date logistics documents of the CO, incl. Goods Received Notes (GRN), Waybill, and Loss & Damage Reports.

· Ensures all local procurement procedures are effectively followed in compliance with the NRC logistics Handbook and relevant donor guidelines.

· Ensure a technical support on Agresso Procurement for the entire mission

· Identification of suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of program implementation in accordance with NRC logistics guidelines.

· Responsible for cash handling and ensuring that all cash advances for local procurement are reconciled in accordance with NRC finance policies and procedures.

· Ensures all stock management procedures are effectively followed in compliance with the NRC logistics Handbook and relevant donor guidelines.

· In coordination with Admin team, supervises the receipt, storage, and distribution of office supplies and stationery for the CO.

· Responsible to maintain updated the Asset Register of the Mission.

· Responsible for the smooth running of the day-to-day fleet operations including line management of Drivers.

· Responsible for the day to day management of the annual rental contract for vehicles – including coordination with the rental company in regards to accidents, insurance claims, new and replacement vehicles/Drivers.

· Prepares and submits daily / weekly / monthly logistics reports as required, including PR Tracker, Stock Report, Assets Register, and Fleet Report.

· Any other specialized logistics assistance as directed by line management.



Full proficiency in spoken and written English and Arabic is essential.

Contract period: 12 months with possibility of extension

Duty Station: Amman, Jordan, with up to 10% travel to various locations within the Syria Response Office areas.
